Authorize an incoming direct debit mandate with status = blocked, expired, or active. When authorizing from blocked or expired, its status is set to active. Calling authorize on an already active mandate without new_expiry_date returns the mandate unchanged. When new_expiry_date is provided, the mandate expiry is updated accordingly.
