Contact VOP participants from the dashboard

A Contact button is now available on incoming and outgoing VOP request pages. It opens your default email client with a pre-composed message.
What's new
The Contact button appears on all VOP request detail pages. It composes an email with:
- Recipient – the operational contact email of the Reachable Verification of Payee Mechanism (RVM), retrieved from the EPC Directory Service
- Subject – includes the request ID
- Body – pre-filled with the key information needed to identify and investigate the request
No API changes. This is a dashboard-only feature.
