Added 3 new PSP technical errors for VOP outgoing requests related to TLS management

To improve the clarity of errors related to TLS when sending VOP requests, we have added 3 new status details:
- server certificate is signed by unknown authority
- server did not recognize your certificate
- there was an error decoding the message from the server
